For me, the problem with our system is more on the individual voters. 

There is so much emphasis placed on polarizing parties, placing blame, reputation + perception, etc 

Very few people actually look at the issues and who will do the best job.  I made the analogy once that we choose a president like we choose our soda.  We pick our president based on the emotions we feel toward the candidates, and who we perceive as sharing our values.

I wonder how many Republicans in California dont vote because they know it wont matter

Same thing for Democrats in Texas.

Adopting this system would tell every American that thier vote actually matters, no matter where they call home.
